Withdrawing an entity is a write that removes claims other people's turns supported, so the ledger admits it here. The check is the reason a route cannot be served unrecorded: a name the constraint does not carry is a write the database refuses, which is a boundary in the substrate rather than a rule every future handler has to remember.
